ICP02 Programmer

I recently purchased this programming bundle from piccircuit.com . I have the hex file I need, and the 12f683 I/p chips, and when I open up the pickit2 software it sees my programmer like normal, but then I cant get it to see my device. I think others have used this programmer, and I can get the error's upowered target detected Vdd source set to pickit2. Then it goes Vdd voltage level error. I dont know what to do.

sounds like you have the chip in the wrong place on the socket, it should be near the center. if you look at the edge it shows where to place different sized chips on the socket.
